Which Internet Service Providers Allow You To Resell Internet For A Wifi Hotspot?

Comcast nor AT & T allow it (Business class or residential). If I want to resell the access for a wifi hotspot, who do i need to buy my internet through in order to legally set up a hotspot in my business?

Yeah, it can be difficult to find one that allows it (and some even threaten litigation for ’service theft’).
