What Is This Computer Device That Creates A Wifi Hotspot Via Cellular Signals?

I heard on the radio about a device you can plug into your laptop/computer (I’m not sure if it’s a USB device) and it can creates a wifi hotspot from cellular signals. I’m looking to buying one. What is this device?
