How Do You Recieve Internet From A Wifi Hotspot?

I have a PDA and i cannot find out how to recieve an internet signal at a free wifi hotspot. do you have to connect the PDA to a phone line or something??! it is the first time i have used wifi. how does this work??

Well.. my friend has a laptop and we drive down the road and he uses this program that looks for signals.. and you just click connect…
