		<description>If the connection isn&#039;t encrypted, the owner may have either turned on MAC address filtering or could have turned off the DHCP server in their router.  Either of which could have stopped you from connecting.  And that was probably their intention.</description>

		<description>I believe that there could be a problem with DHCP settings served to your NIC. Try entering DNS address manually. Alternately, check to see if there is a proxy server listed in Iexplorer that maybe you should not use.
  Work your way up to solve the problem. Try ipconfig/all, ping utilities to discover if network connectivity is present all the way to the nearest gateway and if your DNS settings are working. Than move on to higher level applications (explorer, mail).

You may have been piggy backing on a nighbours router.
You could have been useing a temprorary Com Link.
You could have been slipping on an Aircraft Transponder.
the list goes on. 
Go to your City Hall and demand that they install a WiFi connection throught the city. It has been done. Put your tax $ to work.</description>
